How it works

UFI and poison centre notification in three steps.

A guided workflow that you run yourself. It is built for teams that already hold the formulation and classification data.

  1. 1

    Enter the product once

Use the full composition, the classification and label elements from your SDS, and your VAT number or ECHA company key.

  2. 2

Create the UFI, prepare the notification

UFI Number creates the UFI for your label and prepares the poison centre notification in ECHA's format. It is built to check ECHA's validation rules before anything is sent.

  3. 3Not live yet

Send it to the markets you choose

It is built to send the notification through ECHA's official system-to-system route, in your company's name. ECHA then passes it to the EU/EEA markets you choose.

UFI Number does not write SDSs, classify mixtures, give legal advice or guarantee acceptance. You bring the data and you stay the duty holder.

Fit check

Does a poison centre notification apply to your product?

  1. 01

Do you make or sell mixtures in the EU or EEA?

A mixture is a product blended from more than one ingredient. For example: wheel cleaner, screenwash, coolant, degreaser, drain cleaner, dishwasher detergent, reed diffuser or sealant.

  2. 02Is any of them classified for a health or physical hazard?
  3. 03Do you make the product, bring it into the EU or EEA, or sell it under your own brand or label?

This check is a guide, not legal advice. Legal responsibility stays with the company placing the mixture on the market. Cosmetics (CPNP), medicines, food, pure substances and articles follow other rules. UFI Number does not cover Switzerland or the UK.

Facts for your planning

What PCN inspections found, and what changes in 2027.

The ECHA Enforcement Forum ran a pilot project on PCN enforcement. Inspectors in 18 EU/EEA countries checked 1,597 mixtures between January and June 2025. The results were published on 11 February 2026.

Under Regulation (EU) 2024/2865, distributors who rebrand or relabel a mixture, or distribute it into another EU/EEA country, must make sure it is notified for their product name and market. Either the supplier extends its notification or the distributor notifies, unless the appointed body already has the same information. For suppliers to other brands, one of the two routes is to extend your own notification to the distributor's product name and market.

UFI and PCN, in plain words.

Asked for a UFI code by a customer, distributor or retailer? Here is the background in three short parts. If you already handle PCNs, you can skip this part.

The rule

Only mixtures classified for a health or physical hazard need a UFI and a PCN.

A mixture is a product blended from more than one ingredient, such as a wheel cleaner, a screenwash concentrate, a drain cleaner or a dishwasher detergent. If it is classified for a health or physical hazard, EU law (CLP Annex VIII) usually asks for two things before it is sold: a UFI on the label and a poison centre notification. Poison centres use the notification to give the right advice in an emergency.

So the duty is now continuous.

UFI and PCN

Two terms cover most of it: UFI and PCN.

The UFI (Unique Formula Identifier) is a 16-character code on the label. It is generated from your VAT number, or an ECHA company key, and a formulation number you assign, with ECHA's published algorithm. The PCN (poison centre notification) tells poison centres what the mixture contains and how it is classified. ECHA, the EU chemicals agency, runs one harmonised route for the EU/EEA, and one notification can name several markets. A few countries add their own conditions.

On the label
UFI: CM30-E0RQ-G00C-MKWT

Many people call it 'UFI registration'. Legally, you notify the mixture, and the UFI goes on the label and inside the notification. A UFI has no legal effect until the mixture is notified.

What you need

You bring the data. You stay the duty holder.

You need the full composition and the classification your SDS is based on, your VAT number or ECHA company key, the product names and the markets you deliver to. UFI Number is built to create the UFI, prepare the notification and send it through ECHA's official system-to-system route. It does not write SDSs, classify mixtures or give legal advice.

Legal responsibility stays with the company placing the mixture on the market, whoever prepares the file. UFI Number is in private beta, and the free UFI generator and checker work today.

FAQ

Questions about UFI, PCN and the private beta.

Read the full UFI and PCN FAQ

Is UFI Number ready? Will it really submit to ECHA?

Not yet. UFI Number is in private beta. It is built to send notifications through ECHA's official system-to-system route. Sending to ECHA is not live yet, and nothing has been submitted to ECHA so far. Invitations go out in small groups, chosen by fit and readiness, not by the order people join. The free UFI generator and checker work today.

Does my product need a poison centre notification?

Under the EU rules, only mixtures classified for a health or physical hazard need a PCN. Check the CLP label or your safety data sheet (SDS): the classification decides, not the product type. A wheel cleaner, a brake cleaner or a drain cleaner may need one; it depends on the classification. Cosmetics, medicines, food, pure substances and articles follow other rules. A few countries add their own conditions, so check the guide for each market you deliver to. The fit check on this page gives a first answer.

Our manufacturer already notifies our products. Do we need this?

Perhaps not. If your manufacturer notifies each product under your product names, for every country you deliver to, keep it that way. Ask for the UFI and the notification status in writing. UFI Number is built for the work you do yourself: your own formulas, label updates and new countries. From 1 January 2027, under Regulation (EU) 2024/2865, distributors who rebrand or relabel a mixture, or distribute it into another EU/EEA country, must make sure it is notified for their product name and market. Either the supplier extends its notification or the distributor notifies, unless the appointed body already has the same information.

We make products for other brands and already deliver the notifications. Why change?

You may not need to. If your process works, keep it. UFI Number is built for the repeats: the same formula for another customer brand, a new customer label, another country a customer sells into. It is meant to sit alongside your chemists and your SDS process, not replace them. They keep the formulas and the classification. You stay in control of what is notified, for which brand and for which market.

Do I have to send you my formula?

Not to join the waitlist. The form never asks for formulas, compositions, VAT numbers, UFIs or safety data sheets. A poison centre notification itself must contain the full composition, because poison centres need it in an emergency. So when you use UFI Number, you enter the composition yourself, and UFI Number keeps it to prepare your notifications. You decide what goes into each notification. The free UFI generator and checker run in your browser, and what you type there never leaves it.

ECHA's own tools are free. Why use UFI Number?

That is true: ECHA charges nothing, and you can use its tools directly. If you notify a few products a year and know ECHA's tools well, you may not need us. UFI Number is built for teams that repeat the step often: new products, customer labels, relevant formula changes and new countries. It is built to guide you through that step with the data you already hold. It does not replace ECHA: it is designed to send each notification through ECHA's official system-to-system route.

Who is responsible if a notification is wrong?

Under CLP, the company placing the mixture on the market, whoever prepares the file. That is the same with UFI Number, a consultant or ECHA's own tools. UFI Number does not write SDSs, classify mixtures, give legal advice or guarantee acceptance. ECHA does not certify or approve software vendors.

Does it cover Germany, or do German notifications go to the BfR separately?

Germany is one of the 30 EU/EEA markets UFI Number is built for: the 27 EU countries plus Iceland, Liechtenstein and Norway. Poison centre notifications for Germany go through ECHA's harmonised route, and one notification can name Germany and your other markets. A few countries add their own conditions. Germany requires confirmation of receipt before the product is sold, and so do Belgium, France, Italy, Luxembourg and Spain. Germany also has national rules of its own, so read the Germany guide before you rely on this answer. Fourteen markets require their own language, and Finland needs both Finnish and Swedish. Belgium, Hungary and Italy charge national fees; ECHA charges nothing. Bulgaria and Romania are not yet receiving notifications through ECHA, and UFI Number is built for ECHA's route only, so it does not cover their national requirements. Switzerland and the UK are not covered.

Is this the same as cosmetics notification (CPNP)?

No. Cosmetics are notified through CPNP, a separate system with its own rules. Poison centre notification covers mixtures classified for health or physical hazards under CLP, such as a classified wheel cleaner or drain cleaner. UFI Number is built for poison centre notification only.
