EcoOnline alternatives for EU chemical SMEs

Where EcoOnline’s EHS and chemical-safety platform genuinely fits, where it is overkill for PCN-only work, and the alternatives for EU chemical SMEs compared.

EcoOnline is the awkward one to write an “alternatives” page about, because unlike the classic enterprise suites it actually courts smaller companies: its own marketing targets teams that have outgrown spreadsheets, not global EHS departments. So the honest question is not “is it too big for you” but “is a chemical-safety platform the right shape for your problem”. If the problem is poison centre notifications for a known portfolio, the answer has a shape too, laid out below with category-level, dated figures as of July 2026.

What EcoOnline is

EcoOnline is a Norwegian-founded (Tønsberg, 2000) EHS and chemical-safety SaaS group, owned by Apax Partners since its 2022 take-private, reporting more than 11,000 customers and built through a dozen-plus acquisitions: workplace safety, ESG reporting, crisis management and chemical documentation brands folded into one platform. Its chemical line has two distinct products, and the distinction matters for PCN buyers: Chemical Manager is the SDS library, inventory and risk-assessment product (80+ languages, vendor-published); Almego is the SDS-authoring product. And it is Almego that carries the documented UFI generation and PCN submission directly to ECHA’s API with validation feedback. Reviewer data skews roughly three-quarters mid-market, and Verdantix named the company a Leader in its 2025 EHS Green Quadrant. Everything is sold as a modular, quote-priced subscription.

When EcoOnline is the right call

The genuine best case is breadth at mid-market scale: you want your chemical inventory, SDS access for the shop floor, risk assessments, incident reporting and training records in one growing platform, and notifications generated where the substance data already lives. For a 50-500-person company standardising its whole safety operation, that consolidation is the point, and a notification capability inside the authoring product is a sensible part of the package. If that is your project, put EcoOnline on the shortlist and evaluate it with the software checklist questions: especially which product in the bundle actually files the PCN, and on what submission route.

When it is overkill

The mismatch is buying platform breadth to reach one capability. An importer or formulator whose safety data sheets come from suppliers, whose composition data is already in order, and whose gap is Annex VIII notifications would be subscribing to an EHS platform to use a feature of its authoring module:

  • The pricing is platform-shaped. Quote-only, varying by sites, users and chemicals managed; public reviews describe it as mid-range for the category: cheaper than the big enterprise platforms, but still an annual subscription against a job a focused tool charges per notification.
  • The PCN path runs through the authoring product. UFI and PCN are documented capabilities of Almego, not of the better-known Chemical Manager. So the notification workflow assumes you are in the authoring toolchain, which is exactly what a supplier-SDS company does not need.
  • Consolidation is a project. The platform earns its keep when rolled out across a safety operation. If nobody plans that rollout, the subscription buys shelf space, and the notifications still need someone to file them.

UFI Number is the focused-tool column: charged per notification, built to create the UFI, prepare the notification in the current PCN format and send it through ECHA’s official system-to-system route under your own legal entity. It is in private beta. The wider decision logic (including when the free portal genuinely wins) is in the four-option comparison, with money detail in the PCN cost breakdown and per-country fees and languages in the country guides.

What no vendor changes

The duty to notify sits with the importer or downstream user placing the hazardous mixture on the EU market (Article 45 and Annex VIII of CLP), and neither a platform subscription nor a service contract moves it. Whoever files, the submissions should land under your own legal entity, with submission numbers and update history in your hands. Platforms, tools and consultants are all replaceable; the records you can show an inspector are not.

Frequently asked questions

Is EcoOnline overkill for a small chemical business?

Less so than the classic enterprise suites — its reviewer base skews roughly three-quarters mid-market and it markets explicitly at companies that outgrew spreadsheets. But it remains a modular, quote-priced platform: if the only job is poison centre notifications for a known portfolio, you would be buying an EHS subscription to reach the PCN capability inside its SDS-authoring product.

Which EcoOnline product actually handles PCN and UFI?

Almego, the SDS-authoring product: EcoOnline documents UFI generation from VAT plus formulation number and PCN submission directly to ECHA’s API with validation feedback. Chemical Manager — the better-known SDS-library and inventory product — is not the PCN module, a distinction worth checking in any quote.

How much does EcoOnline cost?

Quote-only: pricing varies by sites, users and chemicals managed, and there are no public tiers as of mid-2026. Public reviews describe it as mid-range for its category — less expensive than the big enterprise platforms — but the number you get is the number you negotiate.

What is the cheapest way to file a PCN?

Doing it yourself in ECHA’s free portal — ECHA charges nothing on any route; only Belgium, Hungary and Italy levy national fees, and the real cost is staff hours. The least expensive paid route for a small portfolio is a focused submission tool charged per notification, well under consultant rates.

Does using a platform change who is legally responsible?

No. Article 45 and Annex VIII of CLP keep the notification duty with the importer or downstream user placing the mixture on the market, whatever software or service is in the loop. Make sure submissions land under your own legal entity so the records stay yours.
